(merge-migration-status applied-ids filenames)Combine the migration files on disk with the ids the database says are applied.
applied-ids is nil when the database could not be read at all, which is
different from "none applied" — the files are then reported :unknown
rather than :pending.
The database is authoritative for what has been applied, so an applied id
with no matching file is still listed. Reporting only what file discovery
found meant the panel showed 0 applied for any project keeping its
migrations outside resources/ and off the classpath, while
schema_migrations held nine rows (BOU-507).
