Hypermedia functions for `ring` routers.

`hype` currently provides support for:

  - generating paths or URLs,
  - including template parameters, and
  - converting between paths and URLs.

`hype` includes built in backends for `bidi` and `reitit` and includes
extension points allowing other routers to be supported.
